About the Workshop
In alignment with ISC2 2025's theme of "Resilient & Sustainable Smart Communities", this workshop uniquely contributes by focusing on the critical, yet often overlooked, concept of Urban Carrying Capacity (UCC). We aim to explore how technological solutions can genuinely support urban development within a city's inherent environmental, economic, and social limits, rather than inadvertently exceeding them.
This workshop distinguishes itself by delving beyond conventional approaches, integrating UCC as a systematic framework that explores the limits of a city's ability to support its population without causing significant harm. We position UCC as the foundational lens through which smart city solutions must be evaluated, fostering a more sophisticated discourse on "responsible technology for sustainable limits."

Initial Manuscript Submission
Authors are invited to submit full regular papers (up to 6 pages) of their work, reporting original research using the online submission system. The working language of the conference is English.
Formatting Requirements
- IEEE Format Required: IEEE is strict about the requirements for PDF files for inclusion in the IEEE Xplore® Digital Library
- Official Templates: Use the set of templates in MS Word and LaTeX provided by IEEE: https://www.ieee.org/conferences/publishing/templates
- Strict Formatting: Do not modify the style or format under any circumstances
- Page Size: A4 page size is preferred, and letter size can also be used
- Page Limit: Up to 6 pages in IEEE double column format
IEEE PDF eXpress Service
- Use of the IEEE PDF eXpress service will only be required for the final version of accepted papers
- This service transforms your document from text editor to PDF format and checks conformance to IEEE formatting rules
- The ISC2 2025 conference ID will be made public once submission of final papers opens
- Number of attempts is limited - reserve its use for the final version of your paper
Originality Requirements
- Original Work Only: Submit only original work that has not been previously published or copyrighted
- Crosscheck Screening: The Conference will use the Crosscheck automated screening system to verify originality
- Database Comparison: Submitted works may be compared to over 20 million articles in databases worldwide
- Publication Ethics: Papers that violate IEEE's publication principles may be summarily rejected

- All paper presentations must be delivered in-person
- Peer review by international program committee
- Publication in IEEE Xplore digital library
- At least one author must register and present
